yes, they can pass a law, but the law does not solve the problem, but creates new ones. in my city last week, there were protests in front of mcdonalds. unions want fast workers paid more. the new "new york times" put thn the front page saying mcdonalds pays her $8, but she deserves $15 #. civil ights groups, union demands a higher living wage, and they may get it.
